Principal Investigator

We are currently seeking qualified candidates for the position of Principal Investigator in Maputo, Mozambique for an anticipated CDC-funded award. The project will support scale-up of priority health information systems that optimally support programmatic activities, population-level monitoring of the HIV/AIDS epidemic, and evidence-based decision-making to achieve sustainable epidemic control.  The goal is to support the development, interoperability, and maintenance of information systems used to monitor PEPFAR and the National HIV program’s performance. The project will also provide TA to improve capacity for data management, use, and dissemination at the national level.

The Principal Investigator will lead the project and will be responsible for achieving the project’s vision and strategy, directing the project technical team, and managing critical relationships with partners and key stakeholders. The PI will have overall programmatic and fiscal responsibility for the project, including achieving project results on-schedule and within budget constraints, effectively communicating accomplishments, and ensuring compliance with US government and FHI 360 regulations. The PI serves as the project’s principal point of contact for funder, government, and implementing partners.

The position will be based in Maputo and will report to the FHI 360 Mozambique Country Director. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to CDC approval.

Key Responsibilities and Contributions:

• Ensure achievement of contract/agreement goals (meeting or exceeding expected project targets and deliverables on time and within budget) as per contract/agreement and client-approved Results Framework and Performance Monitoring Plan;
• Provide effective project management systems within FHI 360’s policies, guidelines and Standard Operating Procedures while ensuring local ownership, appropriateness and responsiveness;
• Lead the planning of all project activities and set high quality performance targets ensuring adherence to technical standards, best practices and donor guidelines;
• Lead the design and development of protocols for program evaluations and provide technical oversight to preparation of evaluation instruments, study reports, and conference abstracts and presentations, and publications;
• Guarantee that technical excellence is met in all project activities, including surveillance and program evaluation activities and deliverables;
• Disseminate results of evaluations to national stakeholders and support their use in MOH decision-making;
• Provide ongoing programmatic and technical support and guidance to build the capacity of government and other local partners;
• Maintain an integrated vision and approach for the project in achieving the results as defined in the award, while maintaining overall excellence and accountability to beneficiaries and CDC;
• Liaise between CDC/Mozambique and all other counterparts, implementing partners and Government of Mozambique officials involved with the program;
• Ensure project activities adhere to CDC and country office management policies and practices;
• Oversee/manage partnerships and ensure strong lines of communication and collaboration are established and maintained;
• Oversee a team of senior technical, financial and program management staff for the project and ensure strong communication and coordination with and between all team members, and with relevant staff in HQ and the East Africa Regional Office (ESARO);
• Ensure financial and grants management compliance with FHI 360 and CDC rules and regulations;
• Ensure timely, high-quality and complete submission of work plans, quarterly and annual reports, financial reports, and any other reports required by CDC;
• Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.

Minimum Requirements:

• Master’s Degree in Public Health, Health Informatics or similar degree with at least 10 years of program management experience including as a PI or Project Director, PhD preferred;
• Familiarity with and experience working in Mozambique;
• Demonstrated experience overseeing evaluation projects and leading evaluation teams;
• Thorough knowledge of the priority Health Information Systems in Mozambique, as well as familiarity with national decision-making bodies;
• Experience using quantitative and qualitative data analysis methods, mixed methods, and M&E practices to answer program evaluation and other questions;
• Proven experience working with and building the capacity of Ministries of Health (MoH) and understanding of MoH systems at national and sub-national levels;
• Demonstrated leadership skills and ability working collaboratively with IPs, donors and host country partners and stakeholders;
• Working knowledge of and experience with USG-funded program management, policies, regulations, and procedures;
• Demonstrated record of peer-reviewed publications;
• Strong written and verbal communication skills;
• Fluency in Portuguese and English;
• Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
