The Pandemic Influenza Plan (PIP) Framework approaches influenza holistically through tailored national Programmes; from surveillance to disease prevention and control with the goal of strengthening seasonal prevention and control and preparedness for future pandemics. It is the unique approach to improve influenza pandemic preparedness. The PIP Framework Resolution was adopted by all 194 WHO Member States in May 2011 with sole objective to help developing-countries be better Prepared for the next pandemic & increase their access to vaccines & other products during a pandemic.
The objective of the Pandemic Influenza Preparedness Framework is to improve pandemic influenza preparedness and response, and strengthen the protection against the pandemic influenza by improving and strengthening the WHO global influenza surveillance and response system (“WHO GISRS”), with the objective of a fair, transparent, equitable, efficient, effective system for, on an equal footing:
The data manager reports directly to the Country Readiness Technical Officer of the WHE Programme with as the second level of supervision the Head the head of the WHE / ERM cluster WHO in Angola. The incumbent will support directly the Instituto Nacional de Investigação em Saúde (INIS). And will be under administrative supervision of the head of department of the molecular laboratory at INIS. He or She in full under technical supervision of the WHE Cluster will the implementation of the PIP programme effectively to achieve the programmes outputs and objectives. The Data manager will ensure that sufficient data and information is generated to make sure that the National Influenza Laboratory and Surveillance systems contribute to GISRS for timely risk assessment and response measures and Influenza Disease estimates are used for public health decisions.
Under the direct supervision of the WHE Country Readiness focal person as second supervisor the WHE Cluster head, the incumbent, will be responsible for the management of data and information the PIP programme. More specifically, the incumbent will:
First university degree in information or data management, computer sciences, statistics, applied math or public health, complemented by training in databases development and/or management from an accredited/recognized institute.
Prior emergency disaster and health outbreak response or humanitarian working experience at field level, with WHO/UN agencies, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.
