Since December 2019, a novel coronavirus-2019-nCoV (originating from Wuhan, China) is currently circulating starting predominantly in the Western Pacific and South East Asian WHO regions but now extended to the Americas, Europe and Africa. The identified virus has the potential for rapid global spread due to significant regional connections from China.
The epidemiological situation is changing very rapidly. As of 26 March 2020, there are a total of 414, 179 confirmed COVID-19 cases including 18440 deaths have been reported globally. As of 24 March 2020, three confirmed cases have been reported in Angola. Therefore, WHO country office is preparing the deployment of a full surge team of experts for reinforcing the outbreak response and to initiate the response operation to support the country.
The main mission of the surge team is to support the WCO and the national authorities in reinforcing COVID-19 outbreak response.
Under the coordination of the Operations Officer the Logistics Officer will implement the overall procurement services of the department. He/She will liaise with counterparts within the organization to ensure operations of procurement transactions. In addition, the Procurement Officer will interface with vendors and other external goods and services providers to ensure efficient and smooth procurement transactions are maintained within the department/office.
1. Act as risk communication focal point in the IM system during outbreaks and emergencies:
a. Maintain overall situational awareness of the event as well as the location and status of all deployed resources
b. Ensure that all supplies and equipment needed in the field are deployed in a timely manner
c. Provide supplies and equipment to isolation facilities, treatment centers and hospitals
d. Support setting-up of isolation and treatment facilities
e. Facilitate procurement of supplies including treatment kits (local or international)
f. Ensure that all deployed personnel have the materials needed for operation in the field
g. Provide logistic support to IMS team as needed
h. Maintain coordination, communication and information sharing with AFRO OSL lead
i. Place request from AFRO on supply shortages
j. Perform any other related incident-specific duties, as required by the functional supervisor.
