The scope and scale of delivering health and well-being for all demands innovative partnerships and financing.
UNDP’s partnership with the Global Fund (GF), in line with UNDP’s HIV, Health and Development Strategy 2016-2021: Connecting the Dots, makes a vital contribution to UNDP’s Strategic Plan 2018-2021, the 2030 Agenda for Sustainable Development and the pledge to leave no one behind. When requested, UNDP acts as interim Principal Recipient (PR), working with national partners and the Global Fund to ensure management, implementation and oversight of GF grants, while simultaneously strengthening health institutions and systems for national entities to assume the PR role over time.
In Angola, the Ministry of Health and UNDP have had a long-standing, strategic partnership for health service delivery through Global Fund grants. Currently, UNDP is acting as the Principal Recipient for the 2018-2021 HIV Grant, in partnership with the National HIV/Aids Institute (INLS), other Government and Civil society partners. UNDP exercises its PR role in consultation with other UN agencies, bilateral donors and International Financing Institutions. In 2020-2021, UNDP will act as Principal Recipient for a consolidated HIV, malaria and tuberculosis Grant.
Most of the interventions planned in this Grant will be implemented at national level and in priority provinces based on their epidemiological burden. However, a new sub-national approach will be introduced in Benguela province. Its objective is to expand the coverage of high quality HIV, malaria and tuberculosis services for the most vulnerable populations: pregnant women, children under 5, adolescent girls and young women and key populations. To that end, UNDP will intensify monitoring & evaluation, supply chain management and technical assistance efforts at all levels of the health system in Benguela province, including community, health facility and laboratories. Lessons learned from the Benguela sub-national approach will inform the next Global Fund Funding cycle in Angola.
To help the UNDP Project Management Unit (PMU) deliver on the Grant expected results, UNDP Angola is recruiting a Procurement and Supply Management (PSM) Specialist, based in Luanda, who will support the implementation of the PSM function within the PMU.
Duties and Responsibilities
Summary of Key Functions:
Support UNDP’s strategic engagement on health PSM in Angola
Support health procurement planning and reporting
Support the execution of UNDP/GF health procurement plans
Help facilitate national capacity development in PSM-related areas
Support the non-health procurement function within the PMU
Help ensure adequate PSM performance within the PMU
Under the supervision of the Senior PSM Specialist, the PSM Specialist will:
1) Support UNDP’s strategic engagement on health PSM in the national responses to HIV, malaria and tuberculosis, specifically:
Support the management of strategic partnerships with the National Disease Programmes, other relevant entities in the Ministry of Health (DNSP, GEPE, DNME, CECOMA), and development partners involved in PSM in Angola i.e. the World Bank, PEPFAR, USAID, WHO among others.
Co-represent UNDP in the National Quantification Committees for HIV, malaria, tuberculosis and other health product or health equipment related quantification exercises
Participate in annual and quarterly quantification exercises
Implement synergies between Government and Global Fund-funded health procurement conducted by UNDP
2) Support health procurement planning and reporting within the UNDP PMU, specifically :
Develop and implement UNDP/Global Fund Project’s Health Procurement Plans, using UNDP and Global Fund tools and templates ; implement revisions
Support the monitoring and reporting on the execution of the PMU PSM Budget
Implement efficiency gains and reprogramming of resources
Generate procurement-related reports for UNDP, the Global Fund and National Disease Programmes on time and in a quality manner
Respond to queries raised by UNDP, the Global Fund, its Local Fund Agent and the National Disease Programmes on time and in a quality manner
Implement PSM-related recommendations from audits
Help prepare regular updates on health procurement to HIV, malaria and tuberculosis stakeholders, including the Country Coordination Mechanism (CCM), the UN Joint Team on HIV, bilateral partners, civil society and the general public
Document and disseminate procurement-related success stories and lessons learned
3) Support the execution of UNDP/Global Fund health procurement plans, specifically :
Implement procurement processes through Requests for Quotations and bid evaluations
Raise Purchase Orders, ensure follow-up; liaise with suppliers
Ensure swift processing of customs clearance-related procedures
Develop and implement a PSM monitoring plan covering the review of periodic stock reports and the verification of storage and distribution conditions
Provide feedback to the Senior PSM Specialist on performance of service provider
Analyse stock reports and distribution reports from the warehousing and distribution services provider
Implement the UNDP/GF Quality assurance plan, including the Solar for Health initiative and quality control
4) Help facilitate capacity building and knowledge sharing in the area of health procurement and supply management, specifically :
Support the design of PSM capacity development interventions led by UNDP
Develop Terms of reference for international or national technical assistance in PSM (Consultants)
Document UNDP-led capacity development interventions in the PSM area
Contribute to PSM-related technical assistance delivered in collaboration with PEPFAR, USAID and UN partners
Support resource mobilisation efforts for PSM capacity development
5) Support the PMU’s non-health procurement function, specifically :
Implement UNDP’s non-health procurement plans, using UNDP procurement planning tools
Manage requests for proposals; carry out bid evaluation exercises; ; liaise with candidates or bidders; document selection proceedings
Prepare contracts and contract amendments for service providers, Consultants and UNDP Sub-Recipients; ensure timely payments to service providers and Consultants
Implement non-health procurement-related recommendations from audits
Manage non-health assets including office equipment, project vehicles and premises, at UNDP and Sub-Recipient levels
Organise asset verification visits
6) Help ensure adequate performance of the PMU’s procurement function, specifically :
Support the mitigation of health procurement-related risk areas; implement risk assurance measures
Monitor the Project Procurement dashboard
