Cost Controller

Heading Moz is recruiting for its client, an Oil and Gas Company, two Cost Controllers (M/F)  to be based in (01)Maputo and (01)Pemba.

Purpose

Provide project management with accurate and timely project cost reports, verifying cost  performance and identifying areas of potential budget overrun requiring corrective action.

Main Accountabilities and Responsibilities

• Timely and accurate execution of cost controls

Key Activities: 

• Cost breakdown structure updating according to existing cost estimates;
• Verifying work progress status updating cost documentation and allocating costs to the right  cost elements;
• Updating of procurement and contract plans;
• Performing earned value analysis;
• Assuring/developing and maintaining all cost reports feeding in cost reporting systems  (supported by software tools).

Obey the  Company Policy on Safety, Health and Environment and aim at achieving the Company’s HSE  strategic objectives. Practice Company’s HSE Management System. Provide safe and healthy  conditions of work to subordinate personnel and control over compliance by the personnel  with safe, labor protection rules and regulations. Assure the application of all the relevant HSE  procedures and standards in organization and development activities. Ensure, supported by  the HSE structure, training and staff development on HSE aspects. Ensure that all  contractors are competent and fully knowledgeable of Project HSEQ procedures. Prepare the  field development strategy, including preliminary contracting strategy and Project HSE Plan.  Supervise the preparation of the risk register and the relevant mitigation strategy to address  identified uncertainties and managing the risks. Supervise and coordinate the execution of the  project activities and identify and adopt correct HSE precautions according to Company’s  standards, local norms and legislations and ensuring that the highest HSE standards are  maintained throughout the project. Support the development team obtaining all the necessary  permits and approvals from governments and third parties authorities for project execution.

Trainings & Courses:

• Economics Basic Course.
• Economics Advanced Course (Preferred).
• Project Management basic course.
• Specialist software training (reporting systems, SAP, SIGEP).

Languages :

• Fluent in English
• Basic knowledge of the local language preferred.
  

Education:  

• Technical secondary level/Economical education (degree preferred)

• Economics General: Economics, Economics Planning and Control/cost estimating/budgeting/cost analysis/control
• Contracting: Def. of Contract Strategy, Variations and Claim Resolution

• Project Management: Prep. of Development Program and Budget, Close-Out Report  Preparation, Cost control – Budgeting

Qualifications & Experience:

• 5 years of Oil & Gas Industry experience;
• 3 years of cost control experience.
