HSSE Coordinator

Main Purpose

The HSSE Coordinator works with the Terminal Manager and team in the implementation and maintenance of HSEQ Management systems; SAPS, OPS Excellence, EMS, QMS, ISO and security standard for the Terminal.

Key Responsibilities

• To ensure the management of Puma Energy Safety System (SAPS), OPS Excellence, Puma Environmental Management System (PEMS) contractors’ compliance, audit findings and related activities on site and to co-ordinate timely closure of non-conformances/compliances.
• To identify and monitor trends of all events on SAPS and PEMS – by providing detailed statistical analysis
• Management of compliance by all contractors with regard to work services provided in the terminal.
• To ensure all events and non-conformances are investigated and reported as required by legislation and advise on corrective and preventive actions and evaluate effectiveness of implementation.
• To ensure all related licences and permits are in place and valid and compliance managed by the responsible person in the terminal as required by specific legislations and that all license requirements met.
• To recommend suspension of operational activities where non-compliance is observed.
• To ensure all accidents/incidents are investigated, evaluated and results reported within 5 days.
• To conduct audits and inspections on new installations, prepare feedback reports, identify corrective action, follow through and follow up on effectiveness of corrective actions.
• Conduct regular SAPS reviews and co-ordinate internal audits – compliance, physical inspections, security and to ensure compliance to SAPS/EHS requirements.
• Ensure Terminal has environmental surveys in order to comply with the Environmental Management Plan as well as legal environmental laws.
• Train, control and supervise correct application of Safeguard system to ensure adequate follow up and closure of corrective actions.
• Compile HSSE reports to present for Regional team.
• Ensure Emergency Response Plan is valid and updated at all times and drills are done monthly as per annual drill matrix plan.
• Provide support to the Emergency Response Coordinator in the operational management of the Fire Team Personnel.
• Ensures the maintenance team conduct scheduled maintenance and inspection of all HSSE, emergency response and fire protection systems in the terminal and updates the inspection database.
• Provide support and to conduct HSSE training as per Annual Training Matrix and ensure dissemination to employees and visitors as required.
• Supports the implementation of the terminal Emergency Response Plan including firefighting, emergency evacuation and oil spill.
• Conducts safety audits as scheduled.
• Deliver a variety of fire, first aid, evacuation and oil spill lectures and drills.
• Leads or assist in the conduct of an incident investigation.
• Preparation of purchase orders, work orders and other related documents as may be required for HSSE
• Leads or supports facility safety audits.
• Ensures optimum performance and seeks improvements to create competitive advantage in terms of Safety and Terminal Security.
• Ensure archives room is secured and maintained with proper filing systems.
• Ensuring compliance to PPE usage by staff and contractors; Deal with other neighbouring OMCs and Regulatory bodies to ensure all terminal licenses are valid.
• Track all Terminal Audits (both internal and external) and ensuring that all requirements relating to such audits are met. Ensure the terminal operates in line with company EMS standards, SAPS and OPS Excellence.
• Document & maintain annual Training Matrix and track progress. Ensure Training at Work with continuous task observations and filed with observations updated in SG.
• Secretary for all terminal meetings and actions tracked for closure in Safeguard.
• Ensure investigation reports on health, safety, environmental and quality incidents and hazards are entered in safeguard and actions tracked for closure timely.
• Ensure the developed Safety Control Program and aspect reports are updated Rivo Safeguard.
• Directs activities of safety committee and provides safety training.
• Induct all visitors, BVOs and contractors at the Terminal. Responsible for PPE stock accountability and issuing to employees.
• Requisition PPE, training materials, tools.
• Prepare environmental returns.
• Attend all the programmed HSEQ (Tool box, Weekly Safety time out, Staff quarterly meeting, Annual Safety meeting) and Security terminal meetings or any other meetings as may be called by the Terminal Manager and participate in the proceedings and implementation of agreed actions.
• Provide guidance and support the site is operating at least on Level 3 at all times.
• Ensure 90% monthly achievement on Safety Program Objectives and submit report in SG by the 5th of every month.
• Responsible for own safety and to prevent accidents.
• Responsible to inspect workplaces to look for potential hazards.
• Report all hazards in safeguard.
• Immediately report all injuries.
• Know and fulfill the safety policy.
• Follow all procedures and observe critical safety practices at all time.
• Participate in periodical physical conditions inspections, carry out risk assessments and MAIP for the working areas and equipment including working out mitigation plans to close the identified gaps.
• Periodically carry out task observations in terminal critical tasks with respect to tank gauging and other activities.
• Attend to any duty as may be delegated by the Terminal Manager.
• Firstly, responsible for own safety and to prevent accidents.
• Responsible to inspect workplaces to look for potential hazards.
• Report all hazards to the supervisor.
• Immediately report all injuries in the work place to the Supervisor.
• Know and fulfill the safety policy.
• Follow all procedures and observe critical safety practices at all time.

Skills and Compentencies

Education Background

• Degree in Engineering/Safety Management.
• 3 years of HSE experience in the oil industry or comparable industry.
• Have a knowledge and understanding of legal basics.
• A Post Graduate degree would be an added advantage.
• Any Professional Environmental Management or HSE Management related Qualification. Eg. IOSH, Nebosh, ISO Implementer, Internal Auditor or Lead Auditor certification.

Experience

• Extensive knowledge of petroleum terminal operations.
• Ability to plan, work independently, work with diverse teams including senior management and third-party personnel.
• Possess a sound knowledge and on the job experience in Oil Depot operation.
• The HSSE Coordinator must have a minimum of 3 years’ experience working in Oil and Gas or Mining related field.
• Work experience in a technical field, including operations work, is an added advantage.
• Understanding and exposure to ISO management system; preferably 9001:2015 and 14001:2015.

Skills

• Valid driver’s license or international equivalent is primary.
• The HSSE Coordinator must be knowledgeable in HSE legislated standards.
• Training delivery experience is primary.
• English Proficiency is a primary requirement.
• Strong safety and environmental auditing skills.
• Strong reporting skills.
• Basic proficiency in Microsoft Office Suite – Word, Excel, PowerPoint, etc.

• Extensive Permit-to-Work knowledge and experience.
