Background

UNDP is committed to achieving workforce diversity in terms of gender, nationality and culture. Individuals from minority groups, indigenous groups and persons with disabilities are equally encouraged to apply. All applications will be treated with the strictest confidence.

UNDP does not tolerate sexual exploitation and abuse, any kind of harassment, including sexual harassment, and discrimination. All selected candidates will, therefore, undergo rigorous reference and background checks.

Cabo Delgado – the northernmost province of Mozambique – has been the centre of a highly complex conflict in recent years, which began in October 2017 and has forced more than 735,000 people to flee their homes. Cabo Delgado is also prone to climatic emergencies and disease outbreaks, as highlighted by Cyclone Kenneth, which struck the Province in April 2019, and the province’s vulnerability to repeated cholera outbreaks.

At least 1.5 million people in northern Mozambique will need lifesaving and life-sustaining humanitarian assistance and protection in 2022 as a result of the continued impact of armed conflict, violence and insecurity in Cabo Delgado Province. Protection risks remain a grave concern—especially for women and girls, people with disabilities, older persons and people living with HIV/AIDS. People impacted by the conflict were exposed to gender-based violence and child abuse and are more likely to resort to negative coping mechanisms, including transactional sex, and be exposed to exploitation.

The Protection from Sexual Exploitation and Abuse (PSEA) is a cross-cutting issue and joint responsibility of all humanitarian partners. The scale-up of operations to respond to the humanitarian crisis in Cabo Delgado and to a lesser extend in Nampula and Niassa brought with it an increase in humanitarian presence, which warrants heightened attention to PSEA. The 2021 Joint SEA Risk Assessment identified gaps in capacities of humanitarian actors to fully understand the root causes and apply principles to prevent sexual exploitation and abuse. There is a functioning PSEA Network in Cabo Delgado aimed to coordinate inter-agency efforts, develop and implement joint PSEA strategies. The position will support effective coordination of the Cabo Delgado PSEA Network and technical support to Nampula and Niassa.
