Technical Provincial Coordinator

The Technical Provincial Coordinator post is located in Huambo Province and will support the Project Coordinator to provide technical and programmatic support to the 2.5-year MEP/World Bank-funded project on ‘’Girls Empowerment – Learning for All Project’’ across the 18 Provinces.

S/he will act as the project’s technical coordinator in ensuring quality and timely implementation of the project activities, and day-to-day liaison with implementing partners, stakeholders and government partners, while working in an integrated and collaborative manner with the Project Coordinator, programme, and operations teams in the office.

You will report to: S/he will work under the overall supervision of the UNFPA Representative and report directly to the Project Coordinator.

Job Purpose

UNFPA Angola in collaboration with the Ministry of Education (MED), and the World Bank (WB) is launching a new ‘‘Learning for All Project (PAT 11)’’ aimed at empowering adolescents and young girls in 779 schools across 18 provinces, through improved access to health services and information in order to improve their quality of learning and stay in school.

Working within a large and complex Country Office (CO) environment, The Technical Provincial Coordinator will play a key role in the implementation of project activities and in ensuring the achievement of expected project outcomes

Working within the Country Office (CO) environment, s/he will support the effective implementation of project activities through optimal project implementation, effective use of resources, quality monitoring and communication of results, and adequate coordination across the 18 provinces.

S/he will assist in monitoring results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.

You would be responsible for

• In collaboration with Implementing Partners, Government counterparts, and other stakeholders, contributing to the implementation of the Girls Empowerment – Learning for All Project, drafting project documents and work plans, and preparing tables and statistical data.
• Providing technical support to evaluating project and programme activities, establishing ways to systematically assess achievement and recommending corrective action as required; conducting field visits; participating in review meetings and evaluation missions, and preparing regular inputs to status and progress reports.
• Analyzing and interpreting the provincial political, social, and economic environment relevant to UNFPA activities, and identifying opportunities for UNFPA assistance and intervention.
• Analyzing policy papers, strategy documents, and national development plans; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
• Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration.
• Establishing collaborative relationships with Implementing Partners, government counterparts, and other UN agencies to facilitate the timely and efficient delivery of project inputs.
• Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning.
• Assisting in advocacy and resource mobilization efforts of the CO, by establishing and maintaining a network of donor and public information contacts. Assisting with organizing and conducting donor meetings and public information events, including preparing relevant background material for these events.
•  Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience Required

• Minimum experience required: Experience in the field of development and population activities, with experience in programme/ project management is  an added value.

Education Required

• Completed Master’s degree in health, population, demography, project management, and/or other related social science discipline.

Knowledge and Experience Required

• Practical experience in the design, monitoring, and evaluation of development projects is desirable
• Experience working in collaboration with government, development partners, civil society organizations, private sector, and youth-led organizations, in particular on issues affecting adolescents & youth is also desirable.
• Proven ability to effectively collaborate with team members to achieve demonstrable results;
• Highly motivated, proactive, able to work independently with proven ability to exercise sound judgment and initiative, working in harmony with people from different backgrounds and cultures.
• Strong interpersonal, organizational, and communication skills.
• Experience using office software packages and web-based management systems.

Languages

• Fluency in written and oral English is required.
• Fluency in written and oral Portuguese is highly desirable.
• Knowledge of other official UN languages is an asset.
