Programme Manager

The MAF International is seeking a Programme Manager.

Mission Aviation Fellowship (MAF) is an organisation using light aircraft to deliver help, hope and healing through aviation in over 30 developing countries. For over 70 years, MAF has been transporting patients, relief workers, produce and medical supplies to the world’s remotest regions and places of deepest human need – places where flying is not a luxury but a lifeline.

Angola is one such places; country that has experienced many years of civil war, people do not have access to any type of health-care and standards of living are very low.

For over 25 years MAF has been providing emergency medevac services, delivering much needed equipment to rural hospitals and enabling health-care professionals to reach some of the most isolated communities in this country.

MAF are now looking for a Programme Manager who is an experienced team manager with excellent organisational skills and a detailed understanding of the cross cultural context to continue heading up this invaluable work. The role will be to plan, direct, facilitate and co-ordinate MAF operations in Angola.

Ensures that MAFC’s (MAF Canada) activities in Angola have the greatest impact in place of greatest need

• Evaluate the extent to which MAF’s activities can/do impact needs in Angola and allocate available equipment and resources.
• Manages and improves the programmes service delivery to ensure maximum impact in line with the Angola strategic plan.
• Organises, assigns and supervises staff.
• Schedule operations, activities, and recommends staff furloughs in consultation with the sending HR.
• Prepares and controls budgets and ministry plans to meet planned income and expense targets.
• Reports in a timely fashion on operations and financial results as required.
• Monitors progress against objectives making corrections where necessary within the prescribed limits of authority.

As the Angola accountable manager, ensures all activities are resourced and carried out to the required standard

• Ensures that all flight operations and maintenance activities are financed and carried out to the standards required by the Angolan NAA, the Canada Revenue Agency, and the MAFC Operations Manuals.
• Ensure that safety and quality management systems are in place and are functioning in compliance with pertinent government regulations and all safety and operational policies and procedures.
• Ensures that required operations and statistical reports have been completed and delivered to MAF Canada Operations and relevant government authorities.
• Ensure that all activities are carried out within the legal framework laid out by Government of Angola.

Ensures positive working relationship’s with users, missions, agencies and churches served by MAF Canada

• Pro-actively seeks out and develops partnerships with current and potential new service users, often in a cross-cultural context.
• Takes initiative to get feedback on levels of customer satisfaction, direct investigations into any customer complaints, and corrects deficiencies of service within the prescribed limits of authority.
• Ensures that a high standard of customer care is provided to all users of MAFC services.
• Promotes the formation of good and harmonious relationships with host-country officials, local leaders, and appropriate government departments.
• Identifies and recommends new opportunities and ideas for ministry, services, and programme operations such as:
  • Service to new groups, opening new bases, closing existing bases or services,
  • Purchasing new equipment, etc.

Staff Management

• Creates and maintains a motivational staff environment that facilitates effective performance.
• Communicates MAFC’s organisational purpose, vision and values to the staff.
• Encourages a spirit of co-operation, teamwork, and good working relationships among MAF staff assigned Angola, between the field and headquarters, and with all local government agencies.
• Establishes objectives, performance standards and conducts regular staff performance reviews; partnering with each employee under direct supervision to their full potential and setting goals for the next performance period.
• Takes appropriate action in the event of individual or team performance falling below acceptable standards.
• Provides adequate training and coaching so that staff perform duties to their fullest potential; oversees the maintenance of current training manuals for staff.
• Oversees the staff schedule (e.g. vacation, sick leave).
• Works with staff to resolve conflict and acts as initial contact for grievances, workplace issues and worker-injury matters.
• Works with sending country HR, Recruiting and Ministry Partnership departments and / or local labour office on staff issues, including discipline and termination decisions an appropriate human resource environment in Angola.
• Ensures that sending country HR providers receive required staff information in a timely manner.
• Ensures staff job descriptions are current.
• Ensure good communications between the MAFC Angola programme and MAFC staff seconded to CEML.
• Ensures that staff personal welfare needs are addressed.
• Ensures that an effective level of spiritual leadership and pastoral care is maintained for MAFC Angola staff.
• Ensures that adequate housing for MAF staff is provided and maintained.
• Ensures that there is a specific and relevant personal development plan for all staff for growth in personal, spiritual and professional areas of their life.

Budget and Financial Administration

• You will provide good financial and business leadership.
• Prepare and develop an annual financial budget for Angola in consultation with the MAFC VP Operations and VP Finance.
• Oversees the implementation, and administration of the annual budget for all areas under direct responsibility.
• Maintain records of expenses and income to facilitate preparation of reports, and ensures that monthly financial reports have been prepared and delivered to MAFC Finance in a timely fashion.
• Evaluates and monitors monthly financial reports and variance analyses, and adjusts resources as required to maintain finances within the budget.
• Manages Angola programme credit control and overall stock levels.
• Oversees the financial well-being of the Angola programme by providing direction to met goals within allocated resources, while encouraging efficient use of resources and appropriate cost-control measures.
• Reviews, tracks, and processes all expenses from outside vendors and in-house activity for areas under direct responsibility.
• Manages the Angola programme working capital and cash flow.
• There will be a requirement for international travel and performance of duties in offices, meeting rooms, and hangar environments located in Angola and Namibia.
• You will hold a BA Degree from an accredited university or equivalent combination of education and experience.
• Team management and/or project management experience involving working with others.
• Personal experience working in a developing country.
• Experience working in aviation or related field; MAF field experience preferable.
• Effective written and verbal communication skills and and knowledge of the Portuguese language.
• Solid aptitude and skills in numerical, abstract, and conceptual reasoning.
