National Project Coordinator

The Food and Agriculture Organization (FAO) is seeking a National Project Coordinator.

Organizational Settings

The main aim of FAO Country Offices, headed by an FAO Representative, is to assist the governments to develop policies, programs and projects to achieve food security and to reduce hunger and malnutrition, but also to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

FAO’s vision for sustainable food and agriculture is that of a world in which food is nutritious and accessible for everyone and natural resources are managed in a way that maintain ecosystem functions to support current as well as future human needs. Where farmers, pastoralists, fisher-folks, foresters and other rural dwellers can actively participate in, and benefit from, economic development, have decent employment condition and work in a fair price environment. FAO also considers that: i) hunger and poverty can be eliminated by 2030 through a combination of social protection measures, targeted pro-poor investments in productive activities as well as targeted nutrition initiatives (Regional Initiative 1); ii) It takes a food systems approach with two integrated components, namely sustainable production intensification and inclusive value chain development with special consideration to gender, youth, governance and climate change perspectives, as further outlined (Regional Initiative 2); and iii) Increasing the resilience of people and their livelihoods to these threats and crises as a key cornerstone to achieving food and nutrition security (Regional Initiative 3).

Reporting Lines

The National Project Coordinator (NPC) will work under general supervision of the FAO Representative Assistant for Programme (AFAOR-P) and closely with other Program Unit members/colleagues.

Technical Focus

The NPC will be responsible for the operational planning, management and monitoring of the activities under the project, as indicated in the project document. The NPC will provide technical, logistics and managerial support and ensure a good implementation of the activities in line with the project result framework, work plan and approved budget. The specialist will be responsible for the follow tasks, but not limit, that includes.

Tasks and Responsibilities

• Prepare annual and quarterly work plans and prepare ToR for all project activities.
• Lead process to mobilize PCU (Project Coordination Unit) staff, project affiliate workforce and any sub-contracts under the project.
• Lead process to finalize ‘letters of agreement’ with implementation partners.
• Ensure that all PCU staff and all consultants fully understand their role and their tasks, and support them in their work.
• Oversee day-to-day implementation of the project in line with the work plans.
• Organize regular planning and communication events, starting with inception mission and inception workshop and other similar events during the period of implementation and closure of the project.
• Prepare report of any events organized under the project (e.g. inception mission/workshop, mid-term review missions, etc).
• Oversee preparation and implementation of M&E framework, including organizing and supporting the preparation of ToRs, the preparation and support of field missions, and the revision of reports.
• Oversee creation of a participatory monitoring system for the Project’s work, with involvement of project partners.
• Ensure real-time monitoring of project progress and timely alert MINAGRIF, Program team, BH and LTO of potential problems that could result in delays in implementation.
• Undertake regular field trips in close cooperation with field advisors and project staff.
• Develop and/or review Terms of Reference of affiliate workforce and ensure compliance with current standards and regulations.
• Ensure the project’s effective and efficient work with stakeholders in the pilot areas.
• Support project team to organize their schedule using a result-oriented approach and assess their performance.
• Oversee preparation and implementation of project communication and knowledge management frameworks.
• Prepare progress reports and all monitoring reports. This includes the six-monthly progress reports and contributions to the annual Project Implementation Review (PIR).
• Prepare and organize the PSC (Project Steering Committee) meetings.

Technical support

• Ensure good management of the activities and tasks of the projects’ staff and consultants by providing technical-operational advice.
• Oversee development of the approach to climate change, smart intelligent agriculture, agroecology, etc.
• Support development of project strategic approach.
• Ensure quality of project activities and project outputs.
• Support development and preparation of training materials.
• Ensure the Project’s approach to managing and sharing knowledge, and to identifying and disseminating lessons learned and success stories related to the project.
• Communicate, advocate and engage in policy dialogue.
• Take a lead in the organization and technical implementation of project activities.
• Perform other assigned tasks related to the role.

Minimum Requirements

• University Degree in Agriculture, Administration, Economic, Fisheries, Forestry or another relevant area.
• Minimum 3 years’ experience in project management/coordination and/or operational management.
• Working knowledge (Level C) of English.
• Angolan nationality.

Selection Criteria

• Work experience in more than one location or area of work, particularly in field positions is desirable.
• Previous work experience with UN agencies is preferred.
