HSE Officer

Job Overview

The HSE (Health, Safety, and Environment) Officer will be responsible for ensuring compliance with health, safety, and environmental regulations across construction and infrastructure projects. This role involves implementing HSE policies, conducting risk assessments, and promoting a safety culture to prevent workplace incidents and ensure the well-being of employees.

Key Responsibilities

• Develop, implement, and enforce health, safety, and environmental policies and procedures.
• Conduct site inspections and risk assessments to identify hazards and ensure compliance with HSE regulations.
• Monitor construction activities to ensure proper use of personal protective equipment (PPE) and adherence to safety protocols.
• Investigate workplace accidents, incidents, and near misses, preparing reports and recommending corrective actions.
• Provide HSE training to employees, contractors, and site personnel on safety best practices.
• Ensure proper handling, storage, and disposal of hazardous materials.
• Maintain records and documentation related to HSE compliance, audits, and inspections.
• Liaise with regulatory authorities and ensure all permits and licenses are up to date.
• Promote a proactive safety culture by engaging employees in safety programs and initiatives.

Requirements

• Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field. Certification in occupational health and safety (e.g., NEBOSH, OSHA, IOSH) is preferred.
• Proven experience in an HSE role within construction, civil works, or industrial projects.
• Experience in large-scale infrastructure projects such as water supply systems, roads, or industrial construction.
• Familiarity with environmental sustainability practices in construction.
• Experience working with government and regulatory agencies regarding safety compliance.
• Knowledge of emergency response planning and fire prevention strategies.
• Proficiency in reporting and documentation of HSE incidents and compliance measures. Ability to conduct safety training and communicate effectively with site personnel.
• Strong knowledge of health, safety, and environmental regulations and best practices. Familiarity with Angolan construction regulations and environmental considerations.
• Strong problem-solving abilities, effective communication, and the capacity to work collaboratively in a multicultural environment. Excellent communication skills, and the ability to interact with different levels.
• Fluency in Portuguese is required; English proficiency is an advantage.
• Willingness to travel to project sites across Angola.
