Radio Operator

Background

Under the guidance and direct supervision of the FSA, the Radio Operator provides reliable UHF/ HF and telephone communications services and works in close relation with all UN field offices within the country level.
The Radio Operator/Operation Centre duty officer demonstrates a client-oriented approach, tact, and ability to work with people of different national and cultural backgrounds.

Duties and Responsibilities

Under the supervision of the FSA, the Radio Operator will:

1.Ensures effective UNOC communication activities focusing on achievement of the following results:

• Preparation of written report about his shift and stipulation of pending issues;
• Reporting daily gathering of information regarding incidents at provincial level, monthly and quarterly incidents, radio check and tracking system;
• Filing the outgoing and the incoming messages;
• Liaise with Agencies Country Offices and Fields Offices;
• Emergency response 12/7 and support to UN/INGO/NGO staff as required;
• Informing the Security Adviser (SA)/Deputy Security Advisier (DSA) or Field Security Associate (FSA) of any incident he receives immediately;
• Informing the SA/ DSA or FSA of the movements of the FSOs in the provinces;

2. Ensures provision of effective and efficient radio communication focusing on the achievement of the following results:

• Checking of the communication equipment and reading of the reports from the previous colleague before starting his shift;
• Sending and receiving messages between Luanda and the provinces through the HF Communication Network following the established procedures, rules and UN regulations;
• Supervision and maintenance of the UHF and HF inter-agencies network in the Country;
• Monitoring Agencies staff traveling by road throughout the Country;
• Advising users of the UHF/HF Network to comply with the standard procedures of Communications and providing guidance when he deems such necessary;
• Making and logging the radio calls for Wardens as scheduled;

3. Ensures provision of security measures to UNSOC by focusing on the following:

• Not leaving the UNSOC Radio Room otherwise then going to the bathroom. He will always carry the UHF mobile radio;
• Ensures that no one who is not authorized enters the UNSOC Radio Room;
• Giving the keys of the office of the Security Unit only to the UNSMS authorized person;
• Performing other tasks that the FSA or the UNSMS assigns to him when applicable.

• Planning, Organizing and Multi Tasking: Ability to organise and accurately complete multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships.

Required Skills and Experience

Education

• Completion of secondary education. University level education is advantage.

Experience

• 2 years of relevant work experience in radio communication, public relation, media, social communication or receptionist work. Experience in administrative work such as filing, report writing is advantage;
• Ability to work with computer and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages. Experience or education in IT systems is advantage;
• Knowledge of usage of UHF and HF radio an advantage;
• Prior experience as radio operator an advantage.

Language Requirements

• Fluency in the Portuguese and English. Knowledge of other UN languages is advantage.
